Can I Make IV Fees payment without PD being current.. Have both case number and IIN

@ Dwheels - I have been reading your comments with interest.....I don't really understand the explanation you give for why people cant pay their invoices.

There are a lot of people in the F2A category who have case# and IIN and are NOT able to proceed in NVC. They have had their case numbers beyond 4 weeks so it can't be the explanation offered in the NVC wiki that you provided (which incidentally, I did read so that I could understand the problem Franklinadamau was having).

I also read somewhere that NVC will let you pay 12-18month before your PD is projected as current.

my PD is in Dec 2013 in VSC and they are still processing sept 25 2013 filers. So many of us from 2013 have not even received our I-130 approvals yet.... so for the life of me I also don't understand why NVC would allow someone with a PD in March 2014 to proceed?

I'm afraid that I, like Franklin, am fixated on PD!!! I think it triggers everything in our category. I would be curious to know if there are any 2014 filers who have been able to proceed at NVC...

well, apparently, NVC will let you process even if your PD is not current BUT is a qualifying date. That is to say: your PD is X number of days/weeks beyond the VB cut-off date. There are some VJers whose PD was not current but were a week or so away from the cut-off date (pre-retrogression) and they were able to reached CC at NVC because their PD was a qualifying date.

However, now that the VB date has retrogressed to 2012....I do not believe there will be any 2014 filers who will be able to proceed at NVC. The same goes for 2013 filers who did not get in on time to NVC before the retrogression.

I think that wiki you referenced was written for situations where visas are immediately available: IR-1/CR-1 applicant, F2A with VB current F2A with PD current. Clearly, people who are F2A whose PD is not current are not being allowed to proceed at NVC.

by the way, Its not strange to me that you would find people with CC but their PD is not current so they sit at NVC for a year; this is the result of retrogression.

Hmmm... this is a bad sign. The fact that NVC is holding these applications is indicating the possibility of visa bulletin not moving forward at all in the next few months :(

Just like everyone else, I am just speculating ....

99.9% guarantee you that the VB is not moving forward until Oct 1, 2014. (source? Charles Oppenheim).

Mr. Oppenheim noted that the National Visa Center (NVC) is sending our requests for fee payments about 8 to 12 months in advance of the priority date becoming current (this is change to the previous practice of doing so 12-18 months in advance). When applicants pay the fee earlier after receipt of the fee invoice, Mr. Oppenheim is able to “see” the demand earlier and adjust the demand in the category accordingly, eliminating the need of major forward movement, followed by a retrogression

No wahala.... Same with me too.. Been away from my wife for four years now. Only got to see her January this year for some few days before she returned..

Sad how the USA laws for immigration are so unfavorable to GC holders... Like they don't care about GC holders.... When you follow up what happening in the new you'll observe all their immigration policy changes only apply to citizens and illegals whereas GC holders are left behind

Great news... Someone with November 1st PD just got an email from NVC to make payments... Even logged in and everything looks fine.....
