What is "Final Review"?

Hello everyone,

My fiancé's K1 interview was on April 7 at the U.S. Embassy in Cairo. He did well, and the CO said "there are no problems approving the visa." At the interview, he was asked to submit a new TB test, and documents from the Egyptian military, which he did.

Four weeks ago, responding to my congressman's email inquiry, the embassy emailed and said "Administrative Processing is complete. The application is under final review with the consulate officer, and should be issued shortly."

On the CEAC status tracker site, our case has been "updated" several times since the interview, according to the date changes...but none of the information changes on the updates. It still says we are in AP, even though the embassy said the AP is finished.

What is "final review"? How is it different fron "AP"? Can we trust what the Consulate Officer/interviewer said about the visa being approved? If it gets to this stage, are we likely approved, and it's just a matter of time? And considering it's Egypt...everything takes a long time at that embassy. We are at 11 months now.
