Hi everyone. My childhood friend is a UK resident and would like to visit here in the US. She electronically completed the tourist visa application and is ready to submit it. She told me there is a phone number (pretty pricey) that she needs to call for interview appointment. My question is if it's possible for her to make an interview appointment online on the US embassy in UK website? Thank you all.

would she not be able to use the VWP Visa Waiver Program. I believe that most of that is done electronically. That is what my Lady traveled on to meet me several times. http://london.usembassy.gov/niv/vwp.html

Have them give the above link a look.

I think your friend has out-od-date information. According to the US Embassy website, the only option given for making an appointment is on line. Check http://london.usembassy.gov/niv/apply.html.

:

How to Apply for a Nonimmigrant Visa

If you wish to apply for a visa you are required to follow the steps listed below. This information is applicable to first time applicants and those applying to renew a visa. Be sure to have all the necessary documents ready in order to facilitate the application process. Note: Anyone who is physically present in the United Kingdom may apply for a visa at this Embassy regardless of nationality or status in the United Kingdom. We regret that we will not answer questions concerning your eligibility to apply for visa.

OP said her friend is a "UK resident" not a UK citizen -- we don't know what her citizenship is. If she has the same nationality as the OP (an assumption based on their childhood friendship), she cannot use the visa waiver program.
