H1B Visa Status - Administrative Processing

Hi

I attended my H1B Visa Interview on Feb 24,2014 at Chennai Consulate, and consulate gave a me a blue slip with "additional Administrative processing". He also took all my documents except my passport.

I didnt get any updates till 90 days, then post my query on May on 26th to support@ustraveldocs.com, I got a reply from them on May 30th i.e Dear Applicant:
Based on the documents that you have submitted to us and the information elicited in your interview with an American consular officer, you were determined ineligible for an H1B work visa, and your petition was returned to the Kentucky Consular Center (KCC) on April 16, 2014. Once KCC receives a petition, it is returned to the approving office of the United States Citizenship and Immigration Service (USCIS) for review and possible revocation.

The status of my Visa application in Chennai consulate website "https://ceac.state.gov/CEAC/" is still showing "Administrative Processing".

Now, when I check the status of my case in USCIS website "http://www.uscis.gov/", I see an update i.e
On April 29, 2014, we shipped this approved or re-affirmed case to the Department of State for visa processing. For more information, please contact them directly.

So, just wanted to know, does it mean my visa is rejected?
or What does the update in USCIS mean which is on April 29th? 13 days post my case returned by consulate to USCIS.
