What are you talking about? The civilian shooter wasn't in any danger, he put himself in danger deliberately in order to stop the criminal from fleeing the scene. That was an unnecessarily provocative action. You may not understand how having civilians make these choices actually increases the risk of fatal shootings but many people do.

INMHO if you point a weapon at someone with bad intentions, that person is then the judge and the executioner.

The "bad intentions" are a certainty, or at least can be safely assumed the moment a weapon is pointed.
