Finally my fiance received his SS card in the mail. Can he now start looking for work since he has been issued a number? We have not had our civil wedding, nor did his POE (Atlanta) issue him any EAD papers like they do at JFK. I know he wants to start working asap.

Please advise.

Unfortunately your fiance cannot work without EAD. You have to get officially married, then he has to apply for AOS and EAD with it. Note that he cannot apply for EAD without applying for AOS first or together with it. When he would apply for EAD he would be applying as c (9) from the list of options they give you on the form. Read the guides on this website, they are very helpful :)

He can apply for the EAD before filing for AOS but it would expire when the K1 expires (90 days from entry). That would be a c (6), Nonimmigrant Fiance(e) of U.S. Citizen (found that info in the Guides)

Yes, but do you know how long it takes them to process an EAD? 60-90 days is a normal processing time, so even if he's lucky and would get that EAD 60 days after applying for it, it would only be good for the next 30 days, because then the K-1 would expire. I see no point to pay for EAD to get an opportunity for work only for 30 days, or even less than that. I think a better route to take is get married as soon as possible, then apply for AOS+EAD and have the possibility to work for a whole year (or more if they renew it).

If he didn't get a temporary EAD on entry to the US, then alas your soon-to-be-husband won't be able to work until you have got married, applied for AOS and obtained an EAD. If the EAD doesn't arrive in 90 days after the application is officially received you can get an interim one, so you could say that the soonest he can work would be 4 months from now allowing time for gathering paperwork etc.
