What is the purpose of this 165 dollars immigrant fee and where and when to pay for it. Thank vjers!

The $165 pays for the green card production, and... I don't know. But you have to pay it or you won't get your green card. Once you get your visa, you will go to the uscis website and use your AR# and some other number that's in your visa package and pay the ELIS fee. It's all done online.

They'd prefer you pay it before you immigrate, but you have some period of time (6 mo? 1 yr?) after you immigrate to pay it, if you don't mind not getting your green card right away.

But this is only if you immigrate as an LPR right? Not for K-1 ?

Yes, not for K1s.

K1s will instead have to apply for AOS (Adjustment of status) after getting the marriage certificate. http://www.visajourney.com/content/k1flow
