That's why you need to contact an immigration lawyer, you may still have to file here in the U.S. even though she isn't working. It's better to file accurately the way immigration expects you to , than to get a denial because you didn't file tax forms. Just because you file taxes doesn't mean you have to pay in, you just need a paper trail for IRS. Be sure that at some stage in your processing for NVC or interview you will be asked for tax filings.

I had the same questions at one time .I went to this website for the IRS . Your wife as a US citizen must file even if she has no US income .She can get a letter from the IRS stating that she filed at this link.
