Finally...movement. My fiance got a letter from NVC today saying our file is being forwarded to Montreal (yay) and for me to complete a DS 160.

Question...do I complete the form now, or do I wait for the letter and packet 3?

Usually, packet 3 doesn't arrive - at least with the US Embassy here in Manila. You can start with the packet though and make sure Montreal already has your case then you can complete the DS-160 and then make an appointment.

Hello. You can opt to fill out the DS160 online now. It is better to have ample time to answer and review all questions and information required. The filled out DS160 has a one-month expiration. If it expires, you can always fill out another one. Just make sure all info are updated.
