You might find this thread helpful: http://www.visajourney.com/forums/topic/497222-driving-licence-quandry/

In general, most DMV offices need at least a EAD/AP card (or GC, whichever comes first) for one to get a driver's license. In some states, they accept I-94, but the license is only good until the I-94 validity. I guess you might just want to inquire at your local DMV to be safe, as the rules vary in each state, even with the recognition of an international DL.

My husband was able to get his FL DL (on the fourth visit to the DMV - each time sending him off for more paperwork) but on the final trip it was with the NOA 1 from the AOS package. It is valid for a year. This link will help with the documents you need.

Good Luck and welcome to Florida! :)
