For your siblings, it will be 12+ years. For the process, check out our Guide here: http://www.visajourney.com/content/ussib

It doesn't matter if she is married or no, if you as a sibling applies for her. It DOES matter if your parents come over first and then apply for her.

The visa bulletin with current waiting times is here: http://travel.state.gov/content/visas/english/law-and-policy/bulletin/2014/visa-bulletin-for-june-2014.html

You can apply for a child, spouse or parent as an immediate relative, they take about a year. They do not get to bring over "extra" people.

You can apply for a sibling. They have to wait for an available number. That takes 13 years for sibling currently , rule changes or lots of people filing could change that better or worse or eliminate it . They get to have "extra" people like their spouse and any child that is under 21 of theirs.

Your parents can apply for minor children as LPR's that takes a few years currently

Your parents can apply for UNMARRIED adult children as an LPR that takes about 7 years

Your parents as USC can apply for married children. That takes about a decade

All rules are subject to changes in the laws

This will not be over quickly. You will not enjoy this.

They are past waiting times, current waiting times are a bit of a guess bit are likely to be longer.

They can apply, but they will have to prove that they have more reasons to return after the visit than to stay in the US, which may be difficult. Still, if your sibling has the money to apply for a tourist visa, go for it- even if denied, it won't have a negative effect on the immigration visa petition as long as they don't lie.
