Hmm. I vote it is not yet complete because it has not been decided on or officially accepted. But, I don;t see the harm in doing it if it makes you feel better. Worst case, they just throw it away.

I am not completely sure either, but I think they do approve or reject the 864 before the interview (it is obviously a technicality, that itself gives you no benefit at that point, but I recall the interviewer saying "this 864 was approved but (details)" at the interview). And they can reject it before the interview and send you an RFE, so i think it is considered completed. In any case as Harpa says, sending it has no drawbacks.

An I-864 can be withdrawn up until the point when a decision is made on a I-485, so it is not really "locked in" until approval. But, I do think it is pre-approved, or checked to be approvable before the interview.

Gotcha. Okay well I will mail it off tomorrow then. Should I just send it with a regular stamp or tracking to make sure it gets there?

Sorry to keep bumping this thread, but I just received notice that my interview has FINALLY been scheduled for July 11th!!

Even though I put in my change of address, they said they would notify me by June 18th I guess on whether it was approved or not. So should I just assume the letter will be mailed to my old address? We have someone who lives their who could keep an eye out, but we're going to check every day for good measure as well.

I'd do a regular stamp. If it gets there successfully, they'll send you an NOA about it when they get it. If you mail it and don't get a response in a few weeks, you can just resend it.

Yeah I just didn't know what was more appropriate because in the instructions it says to "make sure you have proof that you sent it" and I don't have access to a printer/photocopier that easily so I thought sending it registered would be proof that it was indeed sent.

If you feel the need for written confirmation from USPS, Certified mail is cheaper than Registered.
