DS-260 complication in personal information

Hello everyone.

I'm filling DS-260 for DV 2015. I have, however, some complications in my passport information.

In DS-260 in section Personal Information 2 asks for "Country/Authority that Issued Document". The document is referring to my passport.

I'm Iranian, and my passport is an Iranian passport. But the "place of issue" mentioned in the passport is Beijing as I was living in Hong Kong when I had to renew my passport.

My question is: Do I need to put Iran for the drop down list in this section? Or do I just choose China?

If your passport is from Iran then it can only have been issued by Iran. It may have been issued in Hong Kong, but that would be through the Iranian embassy there - right? So the authority that issued it is Iran.
