Will NVC complete my F2A case (CC) even though PD has retrogressed?

Timeline

Hello All,

I am an US LPR & I have applied for F2A Immigration visa for my wife, PD - 4th Feb 2013. Both my wife & myself were nearly done with the IV Package and the paperwork and was going to submit by this week when the retrogression happened. This is a big setback for us no doubt since we hoped that she will be able to join me here very soon, going by the speed at which things were moving.

Anyhow, my question is - Will we still be able to submit all the civil documents for the IV Package and the AOS Package to NVC and get a Case Complete (CC) from them? I understand we will not get a visa interview date until PDF becomes current again.

Thank you for your help all these days throughout...such uncertainty with the PD is really tough to accept...I guess a lot of you are on the same boat as us....can only pray for things to change for better!
