DS-261 Completed has changed to Incompleted?

I have completed DS-261 on May 8, waiting for IV fee. The status shows : Completed until yesterday I clicked on it to review something and then log out. Today, when I logged in, I saw that status of DS-261 is Incompleted. I have to sign and submit again. So I had 2 receipts of it, 1 for submitted on May 8 and 1 for submitted today. Anyone knows what is a problem? Why the status changed?

USCIS------------------

May 16, 2013: NOA1

Dec 12, 2013: Transfer notice (Nebraska SC)

Dec 16, 2013: NSC Received(Last Update Date)

Mar 3, 2014:(call to talk to Tier 2)service request created

Mar 12, 2014 : Received email from NSC, case pending under background check clearance

Mar 27, 2014 : Name updated relating to I-130(I never change my name)

Mar 28, 2014 : NOA2(Text/email)

Mar 31, 2014 : NOA2 Hard copy received

April 1, 2014 : Case shipped to NVC

NVC------------------

April 11, 2014 : Case received

May 3, 2014 : Got Case number/IIN

May 8, 2014 : DS-261 Completed

May 9, 2014 : AOS Invoiced and paid

May 12, 2014 : AOS status "PAID"

May 13, 2014 : AOS Package sent via UPS

May 16, 2014 : AOS Package received by NVC

May 20, 2014 : AOS Package scanned into the system

June 6, 2014 : IV Fee Invoiced and pay

June 9, 2014 : IV Package sent via UPS

June 10, 2014 : DS-260 Completed and Submitted

June 12, 2014 : IV Package received by NVC

June 16, 2014 : IV Package scanned into the system

June 19, 2014 : AOS Approved

July 29, 2014 : Case Complete

September 30, 2014 : Interview at 8AM

Resubmit and then call the NVC to confirm they are seeing it as submitted. I have had a 2 mth delay because of that one little form.

USCIS:

Marriage (if applicable): 2012-08-10

I-130 NOA1 : 2013-05-10

I-130 RFE : 2013-12-17

I-130 RFE Sent : 2013-12-30 (they lost his picture)

I-130 Approved : 2014-01-13

NVC:

NVC Received : 2014-02-21

Received DS-261 / AOS Bill : 2014-03-10

Pay AOS Bill : 2014-03-10

Submit DS-261 : 2014-03-10

DS-261 form reject- under review: NVC keeps saying the form is incorrect. They made an error for two months re this form.

Checklist 1 AOS : They wanted 2013 even though we filed before the end of tax season

Receive IV Bill : 2014-05-23

Pay IV Bill : 2014-05-23

Send IV Package : 2014-05-26

Checklist 2 AOS : 2014-06-06 Issue with resubmitted I-864 form - did not auto populate one of the numbers

Requested Expedite : 2014-07-11

Case Completed at NVC : 2014-07-18

Consulate Received : 2014-07-25

Embassy:

Receive Instruction and Interview appointment letter : 2014-07-29

Medical : 2014-07-31

Interview : 2014-08-08 - APPROVED!!!!!!!!!!!!!!!!

I also did the same thing yesterday.. but i clicked it COMPLETED link for just review and then back to home page it was showing INCOMPLETE. Then I submitted again.. Will it delay the process??? what we have to do.. ???

08-05-2017- Biometrics scheduled for 09-04-2017 at Charlotte

08-22-2017- Biometrics - Completed

08-22-2017- Interview Scheduled' status update (in-line)

10-18-2017- Interview was Scheduled' status update in myUSCIS

10-19-2017- Status updated in Online account and Interview pdf available 

11-27-2017- Interview Date (Approved)

11-30-2017- Oath Ceremony ( I am US Citizen Now :jest:)

DO NOT RESUBMIT IT!!!!


If you did, you will now be invoiced on your IV from the resubmitted date and not the original date.

Unfortunately for me, since I did not resubmit, it held up my initial process. When I called the NVC I was told to resubmit or they couldn't move ahead. The information is so mixed coming out of the NVC. I guess it depends on who you talk to. Did you call back the NVC and ask them how best to proceed?
