The USC in this case should make an Info Pass appointment to go sit down with a USCIS officer in person. See USCIS web site to set this appointment.

Your wife needs to make an info pass as was suggested, if nothing come out of it then she needs to get her congressperson or senator involved so they can get some answers for you.
