Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

Nigeria became ineligible from DV2015, so he could neither have won in the latest draw nor be eligible to enter DV2016 when it opens.

Nigeria will be eligible only if the population of Nigerians in the US falls below the cut off which is not likely to happen....

It's not a cutoff on population in the US. It is if it sends less than 50000 immigrants to the US over a five year period. There are countries that have been declared ineligible for DV and then some years later have been eligible again.

Maybe I did get the news properly but I remembered an American immigration personnel was interviewed and he said that Nigerian can only be eligible if the population of those that migrated falls below the 50000 mark (probably those that migrated via DV lottery) and he also said that is not likely to happen.

I think you got it slightly confused. It is the number of migrants (50000 over 5 years being the cut off) rather than what the existing population is. I agree that a slowdown in Nigerian migration is not likely to happen, but I wanted to point out (1) what the correct criteria are and (2) that one cannot assume a country will always remain ineligible.

And incidentally it does NOT include those who migrate via DV- I thought it did as well but I was reading the official description the other day, it is only family and employment based immigrant visas.

If you scroll down this page from the US embassy in Poland it explains the criteria - note that they describe it because Poland was a country previously ineligible that became eligible again for DV
