You need to get a form from the USEM a letter they affectionlately refer to as The Singapore COC Letter;

Normally the SIngapore police will not issue COC to non citizen, but if you follow the procdure to get the Singapore Letter and send it to SIngapore with the Singapore COC application form and their appeal fomr and all the other ####### they list on their webiste youw will get it.

If your wife resided there for 6 months or more, regardless of the reason, you need the Singapore COC. Candy got one because we followed the procedure.

Just don't believe when they tell you 10 days. It took us 50 days to get hers.

From what I have read she would be able to get a police clearance. You can email any inquiries you may have to the Singapore Police at SPF_CID_COC@spf.gov.sg. Plan on allowing 60 to 90 days for your request to be processed. I have heard less time but be on the safe side and start early.

Also, additional information to your question can be found here:

http://www.spf.gov.sg/faqs/doc/coc_appform.pdf

http://www.spf.gov.sg/epc/cert_issued.htm

Also, this is a little old but has some good remarks and recommendations. It's a good beginning. http://www.visajourney.com/forums/topic/348402-singapore-police-clearance-2012/

Please return to this thread and update your findings and your success for others. Thanks for sharing.

I found that emailing them is a waste of time. Thbey never respond. And they usually do not answer the phone.

We got results by sending them the stuff they ask for in their website plus the Singapore COC letter you get form the USEM.

It worked but it took 50 days. And they never answered one single inquiry.

non-citizens can apply for the singapore COC with the attachment of an appeal form. follow the links to SPF's webpage that greenbaum posted. the appeal form for non-citizens can be found here: http://www.mfa.gov.sg/content/mfa/overseasmission/canberra/consular_services/certificate_of_clearance.html

since you are an IR1/CR1 applicant, you only need the checklist from NVC stating that police certificates are required (should have the phrasing that a Statutory Declaration of no criminal conviction by the applicant is not acceptable as evidence). this should save you time having to request a letter from USEM.

they do answer the phone if you call this number before 12 noon on business days Monday-Friday: +65 6557 3985

Flying to Seattle on 6 May 2014!

Hi everybody and thanks for all that info but from what ive learned it will be faster if she goes to singapore in person to get the COC that way too she can visit her friends before she leaves for the states

Yes, your right by going in person if you have the time and money. You will be able to get answers "straight from the horses mouth" and respond accordingly. Should cut down your turn around time to receive the COC.

Good luck, but let us know what happens.

yes, it will cut down the mailing time (from her to SPF and vice versa). if she plans to apply and pick it up in person, it takes 15 business days (i.e. 3 weeks if no public holidays) to process the COC for non-citizens.
