It doesn't look like it has been passed as law yet - I am not going to pretend to know anything about US Law, but I thought I read somewhere there wasn't enough signatures on the bill for it to be discussed let alone passed into law...

Nope - it's still not passed senate yet.

It passed the Senate. House hasn't taken it up and don't see it taking it up as a single bill. Might (Big might) take it in a piecemeal fashion. End of the day, people in congress don't give a hoot about legal immigration.
