It says on step 6 to provide 2 photos? Is this 2 passport style photos?

Also in the letter I received about how to go about doing packet 3 it says "as of 10/8/13 all forms need to be sent to the US consulate general in Montreal by email"

But on the packet 3 website it talks about courier service to mail it to them? Do we email the documents and mail?

Follow this VJ link -- it holds the answers to at least one of your questions:

In short, though, you need passport photos that are 2x2". Follow this link for more detailed information about the photograph requirements:

It's passport style but a slightly different size.

As far as the do you need to email the documents - if no one who has gone through it recently can share their experience, email Montreal and ask. I know with Vancouver I only had to scan in and email the p3 checklist...they also got the confirmation from the DS-160 I believe it was...(sorry it's morning, brains not working and there have been to many forms!!! Gods help me when I get to the aos phase lol)

Yes, Montreal is email. You will email them the confirmation page of the DS160, a copy of your biographic page on your passport, and a completed and signed checklist of the documents you will be bringing to your interview. We got Packet 4 just 2 days later! :)

Edited to add: you will need 1-3 passport style photos depending on where you get your medical and then 2 more to take with you to your interview. We got a total of 5 just to be safe.
