Last question Ms. Apple... can I have my petition moved here in dubai from Philippines..?! Cause they said the processing is much faster here since there's not a lot of people applying for immigrant visas... ^_^ Thank you in advance..!

Unfortunately, its not possible. Waiting times are subject to country by origin means where you born or acquired citizenship through naturalization.

In second case of Naturalization too, middle east countries are too specific and don't allow anybody to live in their country for permanent intention or in short there is no law for immigration exist, that means you must be there for some work for a limited timeframe only.

Whereas, American Immigration law will always treat you as a phillipines' native, whether your current location is Dubai or London. You will never enjoy the rest of the world column in Visa Bulletin and that's a harsh reality dear.

This is partially true because Yes, there might be few applicants waiting from Dubai as compared to phillipines but they too have to wait in rest of the world's waiting list of F2b i.e. also 7.5 years waiting times these days. There might be some people from countries like Latvia or Estonia or Lebanon who are hardly 20 or 30s in person count but that doesn't mean they will get their visa in just 1 year because they are very few in numbers, they too have to wait with the world to get current. See, there's a cap on maximum visa numbers in a given year on per country basis that is a disadvantage for countries who have heavy demands like Phillipines and Mexico that's why they are slower than the rest of the world. Whereas, there might be many countries like I have mentioned above who have very few people waiting for years and somehow its quite an unfair situation for them to wait 7 or 8 years to get current. But, its a law and we have to accept and respect it because beggars are not choosers. Nobody can do anything in this regard.

Choosing a country by choice:

In some cases people chose the location for their Visa Interview where they live. For instance, there is no Embassy or Consulate of US in Iran but that doesn't mean that an Iranian can't go to US on Immigrant visa, so what they do is by choosing their neighbor countries' US embassies or consulates for an interview does help out them to get a solution eventually. Their cases transferred to Baghdad (Iraq) and Ankara (Turkey) most of the times.

In your case, you have to provide them a reason which must be genuine and convincing enough to enable them to call you on interview in ur current location's embassy or consulate, which is Dubai in your case.
