In early December a Congressional Caucus was created to address Ethnic and Religious Freedom in Sri Lanka, and objective of the Caucus is to bring the attention of the American public to the Tamils in Sri Lanka and their plight. The Caucus was initiated by Republican Congressmen Bill Johnson and Democratic Congressman Danny Davis.

Also associated in this endeavor was former American ambassador (2000-2003) to Sri Lanka Ashley Wills

Dr Gowrinathan focused on the alarming level of militarization in the North-East, in particular the impact it has on Tamil women

Yeah I read that. I was thinking he may have good contacts. I would put him and that Congressman Johnson from Ohio on the list but not go through them yet.

Get Cornyn or Cruz or both to make their enquiry first. Please don't go back to the scatter shot method as that is harmful. Focus on the end prize. Listen to Harpa more.

Now Davis appears to have contacts but he may be poison also as he was under investigation by the FBI but this Johnson seems clean.

These are just my opinions only so do what you think is best. After doing some research on this I had never realized that Sri Lanka was such a mess.

Ambassador cannot do anything. Congressperson is the only one to whom you can give permission to make inquiries about your case.
