DS260 Help please

Okay so, as of right now my husband (Scotland, NOT US CITIZEN) is trying to fill out a DS-260 form through the ceac.state.gov site to get his CR-1 Visa rolling. We have his IIN and his Case Number so all of that has gone through the NVC already and this is said to be our next step.

So a few questions that you guys could possibly answer for us ARE:

1. Am I the petitioner being that I am the one in the United States and am the spouse of the "alien" Or am I the principal applicant? The wording on this tends to confuse me.

2. Does the DS260 need to be filled out before I can pay the AOS fees and do the IV packet and fees?

3. Do I need to fill out ANY of this paperwork on my end?

1. You are the petitioner, the sponsor and the spouse of the "alien" who is the beneficiary. He is the principal Applicant.

2. NO. The DS-260 has nothing to do with the AOS. If the DS-260 is available you can fill it out. The DS-261 generates the IV Bill payment.

3. You the petitioner/sponsor is response for the I-864 (The affidavit of support)
