I disagree. How often you communicate does speak to the validity of a relationship. That is why call logs are used too. They cannot know what you say to one another when speaking on the phone, but they can see how often and how long you speak for. That is the purpose of those. Same would work for the emails.

Besides all that, proof of relationship is not even needed for the I-129F petition. They could supply the email summary as only one type of evidence to front-load with and take more extensive evidence of relationship to the K-1 visa interview, where it is needed.
