Question about Ireland packet 3 and DS160

My fiance got his Packet 3 the other day from the Irish embassy. In it, it says this, verbatim: "complete and return immediately (to the address furnished on the following page) a copy of the DS-160 application for immigrant visa. This office cannot begin processing your case until this form is received."

Does this mean that he should copy the entire document and send it in, via mail? or just the first page? I have only seen one other embassy ask for this. Help!

05/31/2017 - biometrics appt (Oxnard, CA)

06/19/2018 - ROC still pending with no news but that wonky glitch back in February, so we went ahead and filed for citizenship

OR... is it possible that the Irish embassy is actually mailing an outdated packet 3 to beneficiaries? anyone who's recently gone through Ireland's embassy who can answer this issue? please?

You know I'm not Ireland, but it doesn't make sense that they would need a paper DS 160 whenever it is already completed online. Do you think they want him to mail just the confirmation page? Andre had to email the confirmation page to Montreal as part of his Packet 3.

Abby, you're my visa twin. :) any input you give is worth MORE than 2 cents. :) I didn't think it made sense either, and Johan certainly doesn't think he's supposed to print out the whole thing, but the bolded, underlined section I typed in my original post, looks EXACTLY like that in the letter. What gives, Ireland? Why so purposefully vague? :(

I agree it is vague. I would just send the confirmation page and if that is not sufficient, they will ask for the rest. Or just have him send the whole thing to be extra safe.
