The I-864A is used by a qualifying household member to combine their income with that of the sponsor filling out the I-864 in order to meet the requirement. If the petitioner/sponsor has no income, then there is no need for an I-864A because there is no income from the sponsor to combine with. It would be better for the father to be the joint sponsor and fill out his own separate I-864.

Thanks for your info. my spouse has some income in 2011 and 2012 and we have IRS for those. But 2013 it is '0'. Still will it better to go with joint sponsor I864 only??

She isn't combining income with, or married to, her father, so yes, she and father will both provide I-864 forms. If Father is married, and filing taxes jointly with his wife, HIS WIFE will provide an I-864a whether she has any personal income or not.
