Unless they have their own list of registered offenders I don't see how they can enforce anything like that. You present a facially valid passport and you are in.

When I went there, the immigration officer did not look on her computer for any data about me. Just looked at my passport and the form I filled out, was satisfied with my answers, and I was in.

On a personal note, I hope you understand the gravity of him being under AWA. I don't want to be the bearer of bad news but uscis is not easy on RSOs either, so you might want to think ahead of the hurdle you will go through once you finally decide to marry him.

Chances are he is in the Sex Offenders Data Base and it is shared along with other criminal DB's. Chances of him traveling to the Phil IMHO is slim. I would suggest that if he does travel to the Phil that you two should marry because in the rare case that he leaves and is unable to return, you will be able to complete your visa paper work. Time is of the essence since there is talk about changing the laws to specifically prevent RSO from traveling.

If you can't get into the Philippines because of RSO, maybe the two of you could meet in third country that does not prohibit RSO from going there. You don't need to meet in the alien's home country to satisfy the rules; anywhere on planet earth will do.

This does not however get you past AWA problems with your I-129(f). It will be an issue at that point.

Like Singapore for example. The USC will need visa though for both. Not normally a problem for USC, but one who is RSO might.

US passport holders do not require a visa to enter Singapore for social/business purposes.

ETA: Although if you are planning on going shopping at Orchard Road, you might want to bring your Visa.

This is not true. A visa is not required for stays less than 90 days for both Hong Kong and Singapore.

If the person is a registered sex offender why would you want them to visit you in the Philippines. Just saying you might want to do some research on them before you proceed. I believe most states have a database of rso's and what their exact crime is.

Thank you. i stand corrected. Easier rules than Phil actually. We only get 21 days there. Do you know if they have an RSO alert like Phil does, since this is the issue for the OP? We are looking for a place that will accept him so they can meet.

Why does the lady want an RSO for a husband? That is not our issue. She is apparently past that and has not raised it, so it is not our business to inquire. They should however find out if they are going to have AWA problems getting the I129(f) approved.
