Very Frustrating Never Any Sure Visa Information!!!!

I called the consulate in Ho Chi Minh City two days ago and talked to their Visa department. My conversation went something like this.

Terry- I would like to know the difference between item 8 Original Justice Record Check #2 and item 9 Original Foreign Police Certificate?

Consulate- Sir I need your wife's passport number before I answer any questions for you.

Terry- I have her NVC Case number, will that do?

Consulate- No sir, we need her passport number, you can call us back when you get the number.

Terry- No No,, I have her number here, give me a moment to look it up.--------I gave her the passport number.

Consulate- Sir I am sorry but we are unable to give you any advice on applying for a Visa.

Terry- I am not asking for advice on how to apply for a visa, I only want to know the difference between item 8 and 9 as listed on you web site.

Consulate- sir I am sorry if you feel we have not been helpful, I can give you an address on the internet to submit any further questions you might have.

Later I figured out the difference after searching on the internet but it is ridiculous what we must tolerate during this process.......
