So utterly confused. SOLE I-212 question

Timeline

Hey guys,

So, last December I arrived for my Visa interview and due to and expeditied removal I was told that I need to apply for a SOLE I-212 waiver. There was no fraud or other charges with the removal. I have a "Visa Refusal Worksheet" In front of me stating what waiver I need to apply for and it's the only one on there.

Last month I sent off the paperwork to the LOCAL feild office in Seattle which is what the instructions on the waiver said to do.

(A little background: I am 5 years married and living in Canada where I am a citizen)

Needless to say, all the papers we sent back to me with a letter stating that I must send the application to Arizon a to be proccessed. I know that they have been streamlining a new system for other waiver for fiances and non-immigrant but can't find anywhere that it has changed for Married intended immigrants.

Anyone know more than I do???
