Green card holders cannot petition for fiancées, only US citizens -- if he will become a US citizen next year, no problem. After 9 out of 12 months of last year in the US, and only 5-6 months out of the US (returned Nov. 2013, right?), visa canceled at the Port of Entry, with fairly clear immigrant intent, it is unlikely you will be granted a new visitor visa. But, you can always apply.
