OK maybe your idea is more practical but hardly thinking big. The British and French were able to build a tunnel and I think we can outdo them.

Still has the issue of the construction window. You can tunnel all year round. Your window for bridge construction may be less than 6 months per year..

Depending on how severe the current is, you could just do what they do for many transbay railways - build a tube, and let it sink to the bottom. A long tunnel under the ocean floor in a seismically active region is not a good idea.
