That's right.. I just read this from USCIS website:

"Retrogression typically occurs toward the end of the fiscal year as visa issuance approaches the annual category, or per-country limitations. Sometimes a priority date that meets the cut-off date one month will not meet the cut-off date the next month. When the new fiscal year begins on October 1, a new supply of visas is made available and usually, but not always, returns the dates to where they were before retrogression."

It could get back to Sept 2013 on October. Let's hope that happens!

I have a curious question that my wife's application with priority date Oct 2012 was issued last month. The arrangement for travelling to US has been planned in the first of Jun. Will my wife's visa be effected in this case ? Will the visa be called back by US General Consulation?

She's safe. No one will take away her visa.

My sister's PD 08/2013. Interview will be 05/12. But was cancelled bec she needs to undergo 3 day sputum culture at st lukes exptention clinic plus 8 weeks culture test. So, what's going to happen now? Im confused.

Sister may get visa, but it can only be issue while her PD is current in May. She can use it anytime until it expires.

On June 1, her PD will retrogress and a visa can not be issued until her PD is current again.

If your case was closed and just waiting for an interview, what happens if it takes a year or two to become current again, do you have to go through those steps. We just paid the fees at NVC, we won't have to pay that again will we? This stinks. Also I have been trying to verify this: DS-260 was submitted in december, case closed in March, beneficiary turned 21 in the begining April. Is it true that his age is locked in whenthe DS-260 was filed? I have read that I'm just worried that isn't correct.

Hubby Step-Mom Apply for minor child
2/25/2013 - Priority Date

NVC
03/19/2014 - Case complete at NVC

01/02/2015 - Interview scheduled (Interview Date: 02/12/2015)

You won't have to pay the AOS and IV fees again. However, during the consular interview, they would want to see a new affidavit of support along with the petitioner and joint sponsor's updated/most recent income tax returns.
