I am calling the number in this pdf http://photos.state.gov/libraries/unitedkingdom/164203/cons-visa/iv018a_medical.pdf.

I got that from the NVC site. The same thing is on the London Embassy site.

I have been calling every 15 minutes and the line is always busy.

Is this the correct number?
