We filed an I 130 for our son's (AKA - Big Son) green card in November of 2013. He completed his interview and passed yesterday in Guangzhou, CN. After finishing his sophomore year he will make the journey to the USA in June. I think 6 months is not to bad a deal from start to finish, considering all the prior steps. We will file a I 131 so he can travel back and forth to finish his college in CN. I hope he enjoys the cool summers in Arizona.

IMO, if you time the travel right, transit back to USA after the week of final exams each semester,

the I-131 is not needed.

Sure, that means less than 6 months out of USA each time, but hey ! You know the time-out-of-USA rules for an IR-2 visa holder, yes?

Paid the Ellis Immigration Fee $ 165 no issues, waiting for it to process. Looks like son will arrive in July, Momma is so happy.

Please clear up my confusion.

Who petitioned your stepson? You or mom?

You posted in the forum to petition family of LPRs. With a Nov. 2013 PD, your stepson's PD has never been current in the F2a category, so how is he getting an immigration visa?
