My brother was selected for further processing AF12XXX. I filed his original application here in the USA. I would like to file his DS-260 because he does not have sufficient access to internet and may screw the online form due to insufficient time on the net and insufficient knowledge of question meanings. So come 19th I want to file his online form DS-260 on his behalf. Will this be illegal or it is OK? If it is OK, basing on other DS-260 people file online (I know it is the first time for DV), what should I ask him to send me in advance? Digital photos? what else?
