Does it have to be... I do not think so. Will it hurt? No.

In this situation you would notarize the HR manager (or whoever the company representative is) but it really does not validate the letter much because who really knows for sure if the person signing the letter is actually authorized to sign on the company's behalf....

she just finished the interview and i would like to fax this letter it is the only thing between us and the visa so now you know why i am so paniced if i must fed ex it will not get there until monday

What did the consulate say? If they did not specify, I would fax it....

they only ask for this letter and i cannot call there until 12 pm

I'm guessing like the USCIS folks, they want to see the original signature. But it's up to each individual consulate, so contact them or see if you can find someone in your regional forum that has an idea.
