What about CIR?

perhaps little, true....but...her daughter, the OP, according to what she wrote, did things the 'right way' instead of the phony baloney B2 to 'visit a friend, who, gosh, proposed, 30 seconds after I picked up my suitcase, and I assure everyone that we had no intention of marrying and staying and yadda yadda yadda...' horse manure that we have all read over the last umpteen years....and thus, I believe that the CO should have given her mother some credit....alas....that did not occur...

Having one person come here legally and then suddenly having family members start coming for "visits" and never leaving is all to common. No credit can be given in this situation as a basis that she would return at the end of the stay. Visitor visas are issued on the merits of the one wanting the visa only.

I know this.......with far more experience in these matters than you...but...her daughter did not try all the usual phony reasons to get a B2 visa, and then tell all of us how she 'never intended to get married, oh gee, what a surprise...' like so many others....

I was denied a B-2 visa back in 2010. It was heartbreaking and surely I can related to you pretty much. I agreed with others by showing you and your husband have a really good income probably hurt the chance your mom to get approved. I worked at well-established company in my country, stabled job for over 10 years was then at middle management structural organization. I brought a bunch of papers such as my land certificates, credit cards billing statements, my saving bank statements, a letter from my employer that stated I will going back for my job commitment at certain date, my insurance policies . The consular officer (the CO) did not even looked up to those papers and denied me less than five minutes and handed me a green paper stating "consider filing a petition for K-1 visa".

My point is, no matter how good your mom presented herself in front of the CO, if she can't convinced the embassy she will return back, she will failed again like her prior interviews. I failed to convinced the CO because when I filled out the application, my fiance told me to put "visiting my boyfriend" and he will pay all expenses and plane tickets. It showed that my fiance can support me very well - if I decided to stay- even though I have had enough saving to pay all expenses including plane tickets. If I put that I would paid all expenses without helping hand from my then-boyfriend (my now-fiance) I could probably had a chance to get approved. Who knows?

The other thing is you are being pregnant. I am not sure if your mother mentioned about this to the CO. In some Asian cultures, it is common the mother of pregnant woman choose to stay with her until the baby is born. Some of them even take care the baby for a while. The US embassy in Ho Chi Minh acknowledge this family-bond and suspicious your mother will doing this in the US.

I learned now that if I wanted my family come to visit, I would not exposed myself as a good provider for them. I will make sure my family show strong ties to home country like my brother has 2 teenage sons are still in school and need him as the father. He will pay all expenses including plane tickets and spend less than a month for first visit. He will choose date when his sons are off for school holidays and show the CO that he needs take a vacation for a short-period ( parents need a break from their duties sometimes).

Again, I know it was heartbreaking for all of us who were denied but for some certain points I do understand why the US embassies/consulates are tough about visas especially from Third-World countries and in fact the US government have to deal with many illegal immigrants flooding to this country at any moment.

But the OP's chance of getting a visitors visa were probably less than her mother's chances. This negates your entire point, and I'm sure its why the CO doesn't even consider it.

The same thing happened to my wife's mom when she was pregnant she wanted her to be here and they denied and my wife's country is not high fraud and we did everything legit for my wife's immigration. We did contact senators here and they wrote letters and the embassy responded with pretty much this is our decision. We reapplied like 3 months later denied again. Then we reapplied last summer and the visa was granted, nothing changed with my wife's mom. She is here now enjoying a 2 month visit and will return home. Damned illegals make problems for us people who follow the rules

I completely agree eliminate any adjustment on B2 visa! If you decide to get married you can go home and wait the process out just like many of us have done

I personally know quite a few people who were denied a visitor visa the first time who went the second time and got information that showed they had strong ties to their home country. Income, jobs, families, home ownerships etc. They all presented it the second time. Volunteer the information.

It's interesting to see how these threads go sideways sometimes.

How the OP went through the process is irrelevant. Mom is applying for a tourist visa on her own merit. Several good posts here with good advice about how mom needs to strengthen her case that she has strong enough ties to home to ensure her return. Work with your mom to build a better case for strong ties.

Sorry to hear about your story, when my mom first went for the interview they asked her the same question, my mom did not have a job and she did not even have bank account nor a house she was renting, the only thing she had is 15 years son and for that reason they be her a 10 years visa.
