I think they are trying to control the workflow. If they delay the invoicing, then the barcode sheets can't be printed and packages can't be sent.

Just my observation lately. Seems they are backlogged since the I-130's are being processed in 5 months now. They can't keep up.

Yeah well this is just great for us. First we deal with their uscis backlog and now we deal with nvc ####### because uscis got this sh*t together! It just makes me so so angry that we have to deal with every mess!!

Can someone please help or advice me, I asked this question before but it was left unanswered. :(

I just called NVC and asked them if applying for financial aid for college would affect my husband's visa process the lady on the phone said "Oh I don't know." I know NVC reviews the affidavit of support I-864 and so does the consulate overseas. Who should I call now, either NVC again and talk to someone else or consulate overseas. I asked this same question on this lawyer website they all said it was ok if I met the requirements of the I-864, which our income is a little above the poverty line. I asked fafsa (financial aid) they also said they don't know, its not a problem with them. I need a approval from the visa agency. I already sent the aos package and it didn't mention any financial aid for college. Would they (NVC or US consulate overseas) happen to know if I applied? Like look up some US government database. I really need to make sure about everything because I'm tired of waiting for this loooong process.

Yes, the backlog is incredibly frustrating! But I guess we should have expected it. After all, to get USCIS back in line, they needed to use 4 different offices and now everything has been funnelled down to 1 NVC office. It really bites, but it makes sense, kind of. There's still no more budget to hire more people (of course, that's in government parlance, where they'd rather spend 1.5-2 times the amount of money to make their regular staff work overtime rather than spending the same number of dollars to hire 1.5-2 times more people!!!!)

I'm trying to be philosophical about it.... it'll happen when it happens.

After all, to get USCIS back in line, they needed to use 4 different offices and now everything has been funnelled down to 1 NVC office. It really bites, but it makes sense, kind of. It seems like you ran into the same issue I ran last Thursday. I completed DS261 before we received official letter from nvc. It showed completed for a day and on Saturday morning after receiving instructions email from nvc, it was showing "incomplete" for ds261 so we resubmitted. Now it again shows "completed". Not sure if I should have resubmitted or not but it seemed like the right thing to do. Hope I didn't mess anything up.

Hello,

I have question regarding police clearance certificate. I read that only police clearance certificate from local passport office is needed in case of India. But some are saying that pcc from local police station is also needed. Kindly help. If I stayed in a place other than my residence will I have to include the pcc from that place also? Actually I stayed away from my home for two years for studies from 2010-2012. Does that mean I need to obtain three different pccs? I am very much confused.

You just need the PCC from your local passport office. You dont need 3 different ones.

my wife moved from gujarat -> pune -> mumbai -> gujarat. Only need one according to NVC requirements.

Police Records

Indian Police Clearance Certificates should be obtained as follows:

  • All Indian IV applicants aged 16 and above, residing in India, should obtain police certificates from the local Passport Office.
  • Indian passport holders applying for visas outside India should obtain a statement from their local Indian embassy, consulate, High Commission, or Deputy High Commission confirming they have no criminal record.
  • Non-Indian IV applicants residing in India should obtain police certificates from the District Police Station serving their area of residence.
  • Indian police certificates are not available for foreign (non-Indian) applicants applying outside India.

It seems likely that they will not count the first submission. But for you that's just a couple of days of lost time. For us it's 2 weeks. Which is a giant drag, since I want to get going with this!

It doesn't "mess anything up". It's just that you need to count your wait time for IV fees from the second submission, not the first.

Hope it doesn't go to "incomplete" for me after few days again..makes me nervous :(

Well, I pushed the issue a little bit with the guy I talked to on the phone... he was nice, but kept insisting that i couldn't have filled it in because I hadn't received the email and there was no mention of a previous submission on their system. I explained nicely that I had the printout of the original submission receipt, where it said May 9, and he didn't have anything further to add.

I'm sure it's some kind of glitch with the changeover to the new system, or one related to the fact that I filled in the form before I got the email. Either way, anything I do to try to rectify the situation will probably not even register before I actually do get invoiced... if I send them an email with my copy of the confirmaiton, they won't see it for a month!

We're now a week into the wait for the second submission of the DS261. Hopefully soon!

if they tell you that you have mail waiting to be reviewed from May 7th, then that is scanned in. That is how they know its waiting. You are waiting for them to review it.

it should not be a concern regardless as long as you are over the poverty line they require.

I think they are two completely different qualifications and one does not effect the other-- if you have enough income to qualify for an affidavit of support then you qualify and if your income is low enough to qualify for financial aid for your tuition then you qualify- I dont think that because you accepted financial aid it would effect your affidavit of support- it is based solely on your income. not your debt, or your obligations other than dependents ie.

NEVER did I think my case would carry into June-- but now I am not so sure- as a matter of fact- I now DOUBT my case will be complete in MAY but I can hope and pray.

SOME days I just can not concentrate on t=other things because my mind is FULL of worry and concern for this situation- and as much as I try to calm down and accept the things that are out of my control-- it is a great challenge.

PLEAAAASSSE.. mr immigration person- PLEASSSE -- maybe begging will help!!! :clock:
