From my personal experience, this is INCORRECT. I was recently checklisted for my AOS having sent in an I-864 for myself, while my father (whom I am currently live with) sent in an I-864 for himself + and I-864A for my mother (they file Jointly). When I called in to get help to complete the checklist, I was informed that since I am currently living with them, I can include them in my "Household" and both will fill out I-864As and my declared household income will reflect mine + my parents. It seems ridiculous to me that they would checklist this, but I suppose I understand it. (See I-864A definitions of household member here: http://www.uscis.gov/sites/default/files/files/form/i-864ainstr.pdf, see relative bullet point)

I completed the checklist, and am now on about day 10 of waiting for a response. Hopefully will come soon, as my wife just returned to Argentina after a 1 month visit, and the next ticket we plan to buy will be her 1-way. When I receive a reply, I will update this thread, hopefully to confirm that this is correct information. I will also add this info to the WIKI (please remind me as much).

Thank you for the helpful information!

I should have clarified that I am currently living in Mexico with my spouse, but I still maintain my parents' address as my "principal" address. I am not technically living with them or my sister so that's why I wasn't sure if she should just fill out the full I-864. My household income should really be between me and my spouse here in Mexico, correct?

Let me know what happens with your case! :)

Has this happened to anyone? So...I got an email yesterday for a checklist for my IV packet. Apparently my marriage certificate is not the original! So I go ahead and call NVC all day!! Finally getting through at 11pm. Anyhow, I do not remember who it was that answered the call, but she was very rude and irritated from the beginning of the phone call.

I asked her why I have a checklist if I have sent in the original already, and I do not know of what else may possibly be an original. And she said, Ma'am plz allow 30 busniess days for your case to be reviewed O____________O What???

If you didnt review my package, then why do I have a checklist???

Shes's like, its is to "remind" you of any "missing" documents that you "might" have. O_______________O

Then when I asked her that that this doesn't make ANY sense, how can you send me a checklist without knowing if I have it or not, if...apparently it hasn't been reviewed

And she kept saying it takes 30 business days!!

Has this happened to anyone?

Sounds like they're telling you it was a false checklist.

Mind posting the checklist? Might be good to get another set of eyes on it.

i posted a couple times for you to read the very first post on this thread. Everything you need to know is right there. Not sure where selfish is coming from, but i do know you won't get much help with posts like this. I suggest you read the NVC wiki. Edited by LoveMyTico

When you filled out the DS-261 originally, you should have chosen an agent (typically the petitioner or beneficiary). Those that get the two bills invoiced at the same time have an attorney/lawyer attached to the case (a legal agent). Due to this, the DS-261 isn't needed for those cases, hence why the IV bill is invoiced right away.
