United at Heathrow knows their stuff. It is just uneducated employees and maybe just a new employee because surely the airlines with international service know the rules.

You'd think so wouldn't you. I HATE that in any service industry - uneducated, know nothing employees - but I especially hate to see it in airline employees. I would say "how the can laymen like us know more than these supposed "professionals" but then doesn't the same apply to immigration lawyers too!!??

Just put VJers in charge of all of this stuff!!!

I have used AP 4 times, all at Heathrow T5, twice the check in person knew about AP and the other 2 they did not. The last time I had to tell her which number to enter in to their system (Alien number). On the one hand you would think that BA at T5 would know, especially given the number of flights they have from there to the US every day. On the other hand I guess AP is just not that common.

Airlines do get fined if they let someone board without the correct permission to enter the US (I know this because I was this person once*, and an employee from the airline I just flew in with informed me of that) so I don't see the issue in asking upon what basis you are travelling.These days I believe they can see whether you have an an approved ESTA so they don't have to ask anymore. That said, I've gone though Heathrow twice on AP now with BA in terminal 5 (as recently as yesterday) and have not been asked anything about what permissions I have for the US when checking in or at the gate check.

I think with Norwegian is the big thing is that they are new to international flights to the US. It was just a pain and I wanted to caution people about it. But overall the airline was great.
