I have had service issues with USPS, UPS, FedEx, DHL. They all have their own particular issues. Unfortunately, all of these services employ humans, and humans make mistakes. All you can hope for is that your specific package does not have any service issues with any of these services when you utilize them. YMMV.

Good luck on your immigration journey.

Here's my question: If you Overnight Express'd it, why were you not checking the tracking number the next day and calling about it when it wasn't delivered that day?

Or wait to the last minute to send?

When it comes to these kind of matters I leave plenty of time. DO understand that sometimes circumstances force to send paperwork very close to a deadline; but again, I don't play with fate, USPS, Fedex, DHL or anyone.

All it takes a storm, or a fire in a Fedex truck like last week to mess the best plans, when one is cutting it too close.

Yes, human make mistakes. Humans also get lazy and don't do their jobs correctly. I've found that many people who work for USPS are lazy, rude and vacuous. However, I know some who work for USPS and they're very friendly and helpful.

Curious, what does USCIS consider as the date of receipt?

For example, IRS considers that the postmark on a properly addressed, properly post-paid tax return to have been filed on time if the postmark is dated on or before the deadline.

Agreed though, procrastinating until the last minute is just asking for problems.

It's odd because I've paid for 3 day delivery and gotten next day. I tend to use UPS for important packages anyhow.

USPS has never really given me issues. My AOS package got there next day delivery no problem. Currently having some issue with UPS though in an un-related situation, so I'm not pleased with them at the moment. But I used to work for Canada Post so I'm well aware that every company has their downfalls.

I believe in every aspects of our lives there will be mishaps. We are all employees, some of you employers and I can bet a million dollars we have made mistakes somewhere down the line. Whenever the mishaps happens to us we get very upset and unforgiving, but if we are the ones that cause the mishaps we are seeking forgiveness. The only thing I hope for is that your immigration process has not been sabotage by this.

I've never had any bad issues using USPS!

Things happen, but it is on us to set ourselves for success!

Do not wait until the last moment to take care of things!

Remember what they say: "Bad planning from your part is not an emergency for me"

I'm not saying that it is your fault, you hired USPS to deliver a package overnight and paid the fees for that.

But you have to llok at the entire package. The disclose their liability in case they don't meet your goal: they gave 100$ insurrance and they pay for documents reconstruction and they refund your fees, but that's about it!

I'm not saying they are the best.

I was driving on I-80 in PA one day and we came to witness an accident in the middle of nowhere: a UPS truck almost fell of the cliff because the driver was trying to avoid a head-on collision with an SUV. The trailer was half way off the cliff. I bet you it took couple of days to get those packages to destination.

11/28/2016: I-130 sent to Chicago IL lock box

I delivered letter for the USPS for thirty years and I made mistakes during my time on the job. I never purposely made a mistake hence that is why they are called mistakes. However I dare say that I corrected more mistakes than I made. Often times I deliver mail that had the wrong street name, wrong house number and forward mail after my customers had moved years before. I do not believe that because I made a mistake that it made me lazy and uncaring. I am sorry for your trouble but sometimes it is just what it is.. lots of luck to you on your journey.....
