My mother became permanent resident recently but has gone back to India to close her business, take care of her mom etc.

She is planning to come back before September 2014 (before 6 months of her departure from USA)

She will reside in WA state most likely...

How can we get health insurance for her?...

Because of Obama care....health insurance is compulsory correct?

do we need to contact private insurance companies ?

Because open enrollment period on wa state health plans is closed and will not open until November...

You will have to buy it privately. Enrollment in the ACA is currently closed.

I checked on ***removed*** and under new immigrant category it gave me two options

but in bold red letters it said that these plans are not ppaca/ ACA complaint ....so what are other options

I can check for insurance converge?

As a new resident I thought you could still go through the Exchanges?

She is not a "new" resident. She has just left the country for a period of time. She should have enrolled prior to the exchanges closing. I believe a person who has just received their green card has a limited time to enroll.

The OP suggests that so far all she has done is activate her GC.

Does not even seem clear which I State she will reside in.

Not to argue Boiler but even if she entered the US airport, went through customs, and immediately left for India she has become a US Resident. As such she was required to purchase insurance by April 1, 2014 even if she is "visiting" elsewhere.

You can try calling the healthcare exchange for whichever state she will be residing in and explain the situation but I don't know if they will be able to do anything.

State based, she needs to be resident of a state to buy it.
