Backlog in processing of AOS/parents

Timeline

Hi

I filed (I-13- and I-485) for my parents in Nov. 2013. Got NOA in a week. NBC was in Lees summit, MO.

My parents were scheduled for interview in November at Santa Ana, CA. father went for the interview in march, was approved and got his green card a week later. My mother received a letter one week before the interview stating that her case has been identified as an "interview waiver case" but because of backlog her case may take another six months to complete.

Both applications were filed the same day(Nov 20, 2013) , both got an interview in march 2014 one case was finalized and approved the other delayed by more than six months ?. It is quite puzzling.

Any reason for this.
