Inconsistencies in N-400 form and instructions

Preparing to file N-400 I came across an inconsistencies in the n-400 form and it instruction file. Part 9 Information about your marital history. This section asks about your US citizen spouses prier divorced wifes.

The N-400 form and it’s matching N-400 instructions make no mention of a requirement to submit proof of spouses American citizenship or proof of marriage or proof of valid living together relationship. But stuck inside of the associated N400 file named attachments.pdf internally titled “M-477 N-400 document check list” is a paragraph about required evidence if application is based on marriage to U.S. Citizen. This is a very obscured place to be stating this as required evidence. If this is REALLY required evidence it should be stated as such in the N-400 form and its instructions. Since this information is absent from those forms I can only assume it’s not required in the adjudication approval process. Since that same information was required for the I-130 and I-751 forms which I have already submitted and been approved for, I can only think since they already have 2 copies of that information available in their USCIS database indexed by "A" number, a third copy with the N400 is NO LONGER REQUIRED because it’s not mentioned on the N400 form or it’s instructions which are both labeled (Rev 09/13/13 N). The attachments.pdf form M-477 (Rev 02/10/2011) must be out-of-date.

So I am asking people who have filed the (Rev 09/13/13 N) version of the n-400 form and have based their eligibility on marriage to US citizen. What happens when you do not include any evidence with your submission?

Do they accept application and then send "request for evidence" letter?

Do they accept application and then send interview date letter saying to bring this evidence?

Timeline

If your N400 is based on marriage to U.S. Citizen, then proof of it is required with the N400 application. Also proof that all prior marriages have ended is required for both you and your spouse.

Trying to contest it would be silly on your part. Just put the evidence in your packet and send it in.
