Can DS230, DS1076, etc. be hand delivered to Embassy in Bangkok?

I believe that it has to be delivered by post these days.

The packet contained a form DS-1076? What was the nature of the content?

Just received our packet from Bangkok Embassy. Can we hand deliver docs to Embassy or do we have to mail? Better yet, if we can hand deliver, is it possible to schedule an appointment so as to get Interview Date at same time?
