Psychiatric eval for a deaf-mute? Is this common?

My sister had her medical exam yesterday and the MD sent her to a psychiatrist to be evaluated. She is deaf-mute since birth, 18 years old and currently attending high school. This will totally delay the process, because her interview is on the 21st and the clinic is closed on Thus and Fri. It just pisses me off why she would order a psych eval when she is not mentally ill. She is handicapped with her hearing, but that's all. She excels in school and can communicate through sign language. It not her fault the doc does not sign. So frustrating! Should I reschedule interview date? or have her go without finishing the medical exam?

Timeline

The medical result is one of the requirements for the CO to review in order to make a decision whether or not to grant the visa, so I think the interview schedule will have to be pushed out.
