Does my 17 year old K2 step daughter need an NBI clearance to follow to join?

We are now in the process of bring my two step-daughters over from the Philippines ages 14 and 17.. They were both listed on the 129f which was approved. I have tried searching but I didn't see an answer to the NBI clearance. Also, will she need a cenomar?. Thank in advance for your help.

NBI required for age 16 and older.

CENOMAR is not needed as she is a K2 not a K-1 fiancee.

I would advice that the 17 year old brings her NBI clearance during the interview.

The CENOMAR, no, unless she turns 18 prior to the interview.
