Stuck in 'Ready, case open' after 221g doc request

Timeline

Hi,

We are starting to be concerned about our case being held up. As background, my fiancé was turned around and her previous multi-year visa cancelled last summer due to 'unable to determine intent of travel' or something similar. She was able to withdraw her application to enter. This occurred because we met in Dubai, my contract expired and then hers was expiring shortly. She opted to return to Manila (after not being there for 4+ years to see family, etc) to await the fiancé process, however we assumed with her valid tourist visa we would be able to split time between Manila and US...border patrol refused her as soon as she said she was visiting me. You don't want to know what the cost for that was...

Here is what's happened:

Jan. 28th interview - She was asked very few questions about relationship and CO stated 'your application is delayed due to your turnaround', put us in 221g for W2s and 'proof of sustained income'. CO would not tell her at interview what docs were needed and she had to wait 5 hours for the final 221g paper. They did keep her passport.

Feb. 5th - New documents sent in with cover letter stating NO W2 was possible as my income was derived overseas with foreign employer (I inundated them with IRS transcripts proving no W2s sent by employer, bank transfers from Dubai on my departure, current bank records, US salary, etc.)

Mar. 28th - Status changed to 'Ready, case open wait 2 business days'. Also from Immigrant App to Nonimmigrant App with new creation date the same.

April 7th - Update date changed

April 8th - Update date changed

Since, nothing. I have called every week since this status change and can get no info other than 'we are still processing your application'. We are at 9 business days. It's frustrating as I see others go from original AP to Issued in a few days, while we are stuck...after our dates even.

I'm contemplating writing my senator to inquire and having my lawyer request a superior to review possibly. My lawyer has had some success in getting refusals turned around by requesting a consular general review in different embassy's.

My concern is our case is sitting on someone's desk and being delayed...but it seems at this stage we should be past the CO review and still moving forward properly, versus being refused...yet it's not.

Anyone have any opinions on this or seen this before? Are there any other steps we can take to possibly get something moving?
