Hi,

My fiancee is planning on coming on a tourist or work visa, and we would like to file for the k1 visa while she is here.

Is it possible to go through the k1 filing process while your fiancee is in the US on a tourist visa? If so then the fiancee must leave the country to obtain the visa and then re-enter?

What are the regulations for marrying someone who is in the US on a work visa? If they are working and cannot leave the country due to work, then how can we obtain the visa and benefits after marriage?

Yes

If so then the fiancee must leave the country to obtain the visa and then re-enter?

Visas are issued only by US consulates.

What are the regulations for marrying someone who is in the US on a work visa?

Marriage is regulated by the states. Check with your state or the local county clerk where the marriage license will be applied for.
