In a word: No

Each case is different and how fast each case is actioned is also different. Luck of the draw! There is no ryhme or reason as to why certain cases are handled faster, even within the same service centers.

The wait is excruciating! I know. It will come. When you least expect it....BAM!...it appears.

Country of the beneficiary means nothing at this point.

To get an idea of when to expect your NOA2, see the time lines. Looks like California is really fast for K-1s right now, but not that fast on average.

No two timelines are going to be completely identical. Are you expecting an RFE? According to CSC's average processing times, it can take up to 5 months to get either an approval or an RFE.

Flying to Seattle on 6 May 2014!

They look at your petition once; then they either approved, send RFE, or deny. So the RFE comes at the same time that approval would have come if your file was complete.

AOS for my husband
8/17/10: INTERVIEW DAY (day 123) APPROVED!!

ROC:
5/23/12: Sent out package
2/06/13: APPROVED!

im only possibly expecting an RFE because i had 2 previous divorces, i included the page of each divorce that stated the date of the divorce and the judges signature. the I129 instructions state "proof" of divorce, which is what i subbmited, but others here have said you are supposed to send all the pages of the divorce decree. No body ever knows for sure! depends on the person making the decission on your application.
